Authorities Want To Increase Fines And Taxes For Belarusians Even More

The Government of Belarus has prepared a draft law "On the Republican Budget 2025". It is planned that its expenses will amount to 50.295 billion rubles, based on the projected revenue of 45.835 billion rubles.
The Telegraph.news looked at the proposal of the Council of Ministers regarding amounts fines and taxes for Belarusians in 2025.
The deficit of the republican budget for 2025, according to the information from the bill, will amount to 4.459 billion rubles. For comparison, the republican budget for 2024 provided for a deficit of rub 4.751 billion.
The state budget deficit is considered to be a predetermined excess of expenditures over revenues in the country's budget.
The opposite of the deficit is the surplus, in which it is planned that revenues in the state budget will be higher than expenditures.
The republican budget will receive income from taxes, fines, withholdings and more. The total amount of estimated tax revenues in 2025 is rub 34.479 billion.
The Republican budget for this year provided for tax revenues in the amount of 29.430 billion. That is, next year it is planned to collect taxes by 14.6% more than in 2024. Here are some individual items of tax revenues for 2025 (according to the bill):
income tax — 2.757 billion rubles (this year — 2.122 billion),
profits tax — 35.686 million (in 2024 — 26.371 million),
VAT — rub 19.042 billion (this year — rub 16.113 billion),
tax revenues from foreign economic activity — 8.014 billion (in 2024 — 7.171 billion).
As for fines and deductions, the draft budget for 2025 includes the following figures:
deductions from the wages of convicts and citizens released from criminal liability — 3.376 million rubles (in 2024 — 3.052 million),
fines — 243.777 billion (this year — 208.933 billion, that is, next year — + 14.3%).
And what about expenses?
The bill also spelled out the planned expenditures of the republican budget for 2025.
Here are some positions and figures:
General-purpose government agencies — rub 1.365 billion (rub 1.270 billion in 2024).
Ensuring the holding of elections and referendums — 54.145 million (this year — 34.056 million).
Public debt servicing in Belarus is 4.735 billion (5.305 billion in 2024).
National defence — 4.726 billion (this year — 3.577 billion).
Judiciary, law enforcement and security: rub 5.344 billion (rub 4.672 billion in 2024).
Healthcare — 2.784 billion (this year — 2.490 billion).
Education — 2.177 billion (1.877 billion in 2024).
Pension payments — 2.169 billion (this year — 1.828 billion).
